There is literally no benefit to this and op is asking for the rebuild to be delayed to allow it. No one here knows how long it will take, but they try to update major cities once a year and everywhere else every 3 years. So the idea they can map a bombed city in a few weeks is ridiculous and based on wishful thinking.
